Monthly Report

Each month, CGMA Representatives receive a PDF copy of the Restricted List. This list shows the last name and last 4 digits of the social security number of any CGMA clients that are no longer eligible for assistance.  Representatives cannot provide assistance to individuals on this list without contacting CGMA-HQ first. The Case Management program will alert Representatives to a client being restricted when their information is entered, but for Military Aid Societies who do not have access to this information, and for rare emergencies where computers are down and the Representative needs to handwrite a check,  the restricted list is used as a reference tool.  (Many Representatives will print this list before a major hurricane or storm to have on hand.)

Why a Client is on the List

There are many reasons why a client may be on the restricted list.  This includes the client having an unpaid balance with CGMA that was sent to collections, being delinquent in making payments on a current loan, being Inactive Ready Reserve (not CGMA eligible), or being placed on the list by request of CGMA-HQ, the CGMA board, or a Representative. A client may be placed on the restricted list by request because they received assistance too many times, misused CGMA funds, did not go to financial counseling as instructed, did not make necessary budget changes as asked, or have declared bankruptcy and cannot receive more loans without the permission of their attorney.  There are many other reasons as well, which is why Representatives need to contact CGMA when a member on this list approaches them for help.

How to Remove a Client From the List

Sometimes, a member incorrectly appears on the list and simply needs to be removed.  This can happen if there is a problem with a member's allotment, making them delinquent when it's a pay center issue, or if a member's status is incorrect in our system. (A separated member is not eligible for assistance, but if they begin working as a Coast Guard civilian employee, they are eligible again and must be re-categorized in the Case Management Program).

In all other instances, members who still wish to receive assistance but are on the restricted list must write a letter to the board stating the reasons why they believe they should be reinstated.  The letter can be in email form and sent to HQS-DG-CGMA@uscg.mil
