Record of Changes to the CGMA Manual

General Information

The following changes have been made to the CGMA Manual, published April 2004, and are effective on the date indicated. Revised pages are available to download. Check your List of Effective Pages to ensure your manual is up-to-date.


Change 24 - March 2010

Major changes include:

  • Appendix F Disaster Response has been updated.
  • CGMA Form 5 has been modified to add a Flotilla Commander's Endorsement indicating that if the client is Auxiliary Member is he or she an active member of the Flotilla.

Major changes include:

  • Extend assistance eligibility to retirement eligible members of the IRR. This change became effective 1 January 2010

Change 22 - November 17, 2009

Major changes include:

  • Removed the financial need requirement for Supplemental and VoTech Student loans

  • Updated CGMA-HQ address

  • Removed Regional Directors from the list of CGMA Locations (Appendix D) and present Representatives Locations in alphabetic order

  • Removed references to the Senior Financial Assistant Position

Change 21 - July 10, 2009

Major changes include:

  • Regional Director loan and grant authority has increased from $5,000 to $6,000 (except for Purchase Assistance). Total assistance authority has increased from $10,000 to $12,000

  • Representatives loan authority has increased from $2,500 to $3,000

  • Rules limiting assistance to 3 times in the past 5 years have been removed

  • Appendix B has been updated to reflect changes in the Executive Director's authority

  • Appendix F has been up expanded to include information concerning after the emergency has passed and loan-to-grant expectations

Change 17 - October 17, 2008

Major changes include:

  • Clarifying funeral assistance in the case of a stillbirth or miscarriage

  • Changes to the CGMA Layette program: including, removing Nordstrom from the program, and establishing CGMA form 7 to request a layette directly from CGMA-HQ

  • Temporarily removing Appendix E - Case Management Program. (CGMA-HQ is developing a "Quick Reference Guide for the CGMA Case Management Program which will be sent to all Representatives and Assistant Representatives following beta testing. The guide will also be made available on the website at that time.)

Minor changes include:

  • Changed the wording of bills and expenses from "past due" to "recurring" obligations

  • Updated the list of CGMA Representative Locations

  • Updated Bank Signature Card number and effective date New

  • CGMA Logo added to cover page of appendix E and F

  • Other minor wording and page alignment changes

Change 16 - May 30, 2008

Major changes include:

Chapter 3

  • Revised Section 6 - Financial Counseling and Debt Management to include Housing Counseling and to establish the National Foundation for Credit Counseling (NFCC) as the agency to use when a CGMA Client is in need of commercial financial counseling

Forms

  • All CGMA forms are now available only in Adobe (pdf) format. They will no longer be available in MS Word (doc) format

Other changes include:

  • The list of Effective Pages has been updated to include the new effective dates of the CGMA Forms

  • References to MS Word (doc) versions of CGMA forms in chapters 2 and 7 have been removed, since all forms are now available only in Adobe (pdf) format

  • Appendix D has been updated to include new Representative Locations

Change 15 - January 4, 2008

Major changes include:

Chapter 3

  • Individuals Generally Eligible to Receive Assistance has been expanded to include Coast Guard Reserve members retired in RET-2 status

  • Vehicle Purchase or Replacement has been rewritten to make it clear that the CGMA Executive Director must be contacted for approval prior to providing assistance

Chapter 4

  • Issuing the CGMA Assistance Check, Processing, has been rewritten to clarify when checks may be manually prepared

Chapter 5

  • Cash - Over Time has been updated to include Public Health Service Officers serving with the Coast Guard

Other changes include:

  • Staff symbols in references to offices at Coast Guard Headquarters have been updated

  • List of qualifications for Assistance for Emergency Travel or to Avoid Immediate Privation has been reorganized

  • Web address for Federal Student Aid information has been updated

  • Appendix D has been updated to include new Representative Locations

Change 3 - July 30, 2004

Major charges include:

Purchase Assistance:

  • Verification that a client has adequate homeowners insurance will normally be made by the client's Mortgage company in lieu of the CGMA Representative. Representatives are still required to verify client has rental insurance prior to providing Rental Assistance (Pages 3-46, 3-47, 3-48)

  • Clarification of $5,000 maximum assistance authorized (Page 3-49)

Financial Counseling and Debt Management:

  • Updated list of required attachments when sending a client to financial counseling (Pages 3-55, 3-57)

  • Added Debt Consolidation to the list of items not normally authorized (Page 3-78)

  • Revised forms associated with Financial Counseling and Debt Management. Updated CGMA Form 22, created new CGMA Forms 22a and 22b, renumbered CGMA Form 23 to 22c ( Pages 6-6, C-1)

Other changes include:

  • Vehicle Replacement has been removed from the list of exceptions that must normally be sent to the BOC. The CGMA-HQ Executive Director must be consulted in accordance with paragraph 3-C-3-d prior to providing assistance (Page 4-30)

  • Clarified who can approve and how to process SEG grants (Pages 4-21, 4-22, 4-23)

  • Updated list of items which may be disposed of upon receipt of replacements (Page 6-3)

  • Indicated that some reports are now made available electronically in lieu of being distributed by CGMA-HQ (Page 6-9)

  • The title of CGMA Form 5 has been standardized throughout the manual (Pages 3-8, 3-19, 3-70, 3-72, 3-73, 3-75, 3-80, 3-81, 4-5, 4-26, 4-27, 6-6, 6-13, C-1)

  • The following CGMA Forms have been revised to allow them to be completed online prior to printing (or they can be printed first and completed manually) CGMA Form 10, CGMA Form 17, CGMA Form 20, CGMA Form 21, CGMA Form 22,
